First, the congress will provide a stage for the “Seoul Declaration”. The Yokohama Declaration—proclaimed in the First World Congress and realized in the Fourth World Congress on Adult Guardianship—has become the basic principle that underlies the protection of rights of persons with impairments to decision making abilities. In light of this declaration, the congress hopes to propose the Seoul Declaration that establishes a common ground upon which Adult Guardianship can advance, especially in Korea and other countries in similar situation to Korea.
Second, the congress will inaugurate the International Advisory Board (IAB), which will add to the significance of this congress in the international context. IAB seeks to systemize World Congress on Adult Guardianship and develop the topics dealt in the congress.
Third, the congress will talk about ways in which CRPD principles can be implemented successfully in different cultural settings. Many experts engaged in disability advocacy field, government officials, and social workers face difficulty of effectively applying CRPD principles put forth by the UN CRPD Committee in real practice. The plenary session will center on such discrepancy between the CRPD principles and the practice, the reason for difficulties, and how to adapt the principles in the process of providing guardianship service, supported decision making, and other related care services.
Fourth, the congress hopes to raise the public awareness of the rights of persons with disabilities to self-determination and their inclusion in the communities. The year 2018 is the fifth-year anniversary of the implementation of Korean Guardianship system. The new Guardianship system in Korea has so far considered as a welfare system that can provide a safety net for a wide range of people in need, but it has met several impediments and has been going through trials and errors. The congress with experts, practitioners, and government figures that dedicate themselves to bettering the Guardianship systems worldwide will provide a meaningful opportunity for Korea on the road to a successful implementation of CRPD principles.
Fifth, the congress will discuss different government policies on the elderly care in conjunction with the Guardianship system. We believe that successful practices of Guardianship policies go hand in hand with better understanding of the elderly care. The congress offers an opportunity to examine the two issues together and set future directions of the related legislations.
